FUNDING REQUESTS

The Constitution grants Congress the responsibility for appropriating the nation's public funds.  This system allows for federal funds to be directed to those projects which have broad and meaningful application to the well-being of our communities, state, and nation.  In keeping with that Constitutional mandate, I receive hundreds of requests each year asking that federal funding be directed to specific projects. After reviewing all those proposals, I submit what I believe are the most meritorious projects to the appropriate committee for consideration as possible additions to bills under their jurisdiction. Each project is evaluated by the involved committee with only a handful selected for final approval.
 
Many citizens are understandably interested in the authorization and appropriations process through which federal funding priorities are established.  So, in an effort to ensure greater transparency, I support recent requirements established by Congress to provide a new openness of the process. As part of that accountability, I have listed below those projects which I submitted this year to various committees for consideration of federal funding.
             
27th Avenue/Baseline Park-and-Ride Design and Construction, Phoenix, AZ

The funds requested would be used to construct a park-and-ride for the Central South-Mountain RAPID bus line which will help alleviate traffic congestion.  This is a high growth area with limited access to the downtown area, so creation of a parking area would allow commuters to get to their jobs via bus, reducing the numbers of vehicles on crowded roadways while also providing a secure location for vehicles and personal safety.
 
ACES 5 Ejection Seat

Amount Requested:  $7 million
The funding requested would be used to test the ACES 5 ejection seat in response to the Air Combat Command's issued requirement for the development and fielding of the ACES 5 modular ejection seat. This improvement in modularity will allow maintenance personnel to more effectively remove seats for repair which will significantly reduce maintenance downtime and increase mission rates for aircraft while maintaining a robust survivability system for those in the aircraft.
 
Achieving a College Education (ACE) Program

The ACE program is a nationally recognized program that targets students who may not consider going to college as an achievable goal.  The unique program focuses on at-risk youth and is specifically designed to help students make a smooth transition from high school to an accredited community college, then move on to a university in order to complete a bachelor's degree.  By identifying eligible high school sophomores, the program then assists juniors and seniors in enrolling in college courses while still attending high school.
 
Advanced Affordable Turbine Engine (AATE) Program

The AATE demonstrator program is designed to validate the technologies needed to achieve the Army's aggressive engine performance goals to improve the existing UH-60 Blackhawk and AH-64 Apache aircraft.  It is anticipated this effort will reduce costs for fuel consumption, production, and maintenance, while also boosting horsepower.
 
Agua Fria River Trilby Wash, AZ

This ongoing Corps of Engineers feasibility study encompasses the Trilby Wash watershed upstream from the McMicken Dam Project to the Agua Fria River. The next phase of the Trilby Wash Feasibility Study is to develop alternatives for the overall rehabilitation or replacement of McMicken Dam in sufficient detail so as to select an alternative that will provide long-term flood protection to the same or greater level currently provided by the McMicken Dam Project. An appropriate alternative will help to ensure the safety of more than 80,000 people living downstream as well as significant agricultural activity in the area.
 
Air Education & Training Command Range Improvements at the Barry M. Goldwater Range

The funding will be used for acquisition of ground moving targets and development of sensor training areas within the Barry M. Goldwater Tactical Range to address the operational requirements for F-16 and F-35 pilot and crew training. This will grant fighter aircraft teams enhanced real world training which translates into decreased loss of life and aircraft.
 
Alzheimer's Prevention Initiative

Amount Requested: $3 millionThe funding would be used to develop an Arizona registry of volunteers interested in different clinical trials of multiple methods to potentially prevent this dramatically increasing disease. The project aims to reduce the future cost burden of the disease on individuals and taxpayers.

Arrowhead Park-and-Ride/Transit Center

Located at Loop 101 and Bell Road, this proposed park-and-ride/transit center garage would accommodate approximately 860 vehicles and include an 8-bus bay transit center along with site improvements.  It will serve four local bus routes, one connector route, and four express routes,  with one connecting to the light rail system.

Arizona Center for Socially Engaging Rehabilitation Technology for Traumatic Brain Injury and Post Traumatic Stress Disorder

The funding would be used to develop a program that provides defense personnel and veterans with state of the art rehabilitation technologies that allow faster and sustainable recovery from traumatic brain injuries (TBI) and post traumatic stress disorder (PTSD).  This is intended to benefit the 22 percent of military personnel returning home from Iraq and Afghanistan who have been subjected to TBI or PTSD and may require sustained physical and mental care over long periods of time.
 
Arizona Department of Public Safety Technology Upgrade

The requested funding would be used by DPS to upgrade equipment that supports the Department's state information sharing architecture and to enhance its interface with the Criminal Information Sharing Alliance network.  This advanced capability would assist Arizona state and local law enforcement officers with their overall prevention and enforcement strategy to protect Arizona citizens.
 
Arizona Meth Project

The Arizona Meth Project is a large-scale, statewide prevention and public awareness program designed to reduce the prevalence of methamphetamine abuse in Arizona. Based on a proven model, this program will reduce the numbers of meth users in the State.

Avenida Rio Salado Design

Previously called “Rio Salado Parkway,” this project will increase the traffic capacity and improve circulation in southwest Phoenix by providing improved transportation options for motorists traveling both locally and regionally.  This is an integral part of the planned regional transportation system, including connections to the planned State Route 801 Freeway and the State Route 202 Loop.

Avondale Park-and-Ride

This project will provide 650 parking spaces and will provide residents in the region with connectivity to the area’s mass transit system.  By positioning the facility next to I-10, it will be a valuable resource in granting access for suburban commuters to major metropolitan employment centers.

Bilingual Nursing Program at South Mountain Community College

This project will continue funding the Bilingual Nursing Program at South Mountain College, which recruits and graduates nursing students proficient in English and Spanish. The program is a direct response for the need to have nurses trained in both languages who are able to deliver medical care to the growing number of patients in Arizona who are not fluent in English.
 
Biomass Gasification Renewable Clean Energy Project

In partnership with the Phoenix Human Services Campus, a public-private development that coordinates social service and health agencies for more than 15,000 homeless men, women, and children in Metropolitan Phoenix, the Biomass Gasification Renewable Clean Energy Project will provide training and employment in green collar jobs.  The Biomass Gasification Renewable Clean Energy Project will generate clean, renewable energy using state-of-the-art Biomass Gasification technology. The program will promote the expansion of clean, renewable energy throughout the nation, placing Arizona in a leadership role for innovative solutions to meet the nation's energy needs while training homeless individuals for competitive and cutting-edge employment opportunities.
                                             
Buckeye Small Business Incubator Commerce Center

The requested funding will be combined with non-federal monies to develop a mixed use site within a designated enterprise community that will provide affordable retail and commercial office space for local small business start-ups and expansions.  This will allow employees to become employers.

Bus Procurement

Catalytic Oxidation (CATOX) Integrated Demonstration

CATOX is an innovative method of protection from chemical and biological weapons. It destroys a wide range of toxins in a manner similar to automotive catalytic converters and improves upon current breathing protection systems that rely on charcoal filters to capture and collect toxins.  This proposed demonstration is expected to lead to expanded protections for warfighters, first responders, and civilians in the event of a terrorist attack or other release of deadly toxins.

Central Avenue High Capacity Transit

This project will complete a feasibility study for a 16-mile, high capacity transit system on Central Avenue from downtown Phoenix to Baseline Road.  The study will also look at future extensions along Baseline Road, both eastbound to I-10E and westbound to 59th Avenue and the future South Mountain Freeway.

Central Phoenix/East Valley Light Rail Transit Project

This funding request would complete the Full Funding Grant Agreement with the Federal Transit Administration for the initial 20-mile light rail project in Phoenix and neighboring communities.  Completion of this funding would allow consideration of the rail line's further expansion under a future federal cost share agreement.
 
Childhelp Children's Center of Arizona

The requested funds would be used to expand services provided through the Childhelp Children's Center in Phoenix. This would provide for processing an increased number of cases and add to the services offered to abused children, which includes forensic interviews and medical examinations, crisis intervention, safe placement, individual and group counseling, victim's compensation information, and court case preparation. This would result in more children receiving much needed protection from abusive situations.
 
City of Phoenix Community Prosecution Program

With one placed in each of Phoenix's six police precincts, Community Prosecutors work directly with neighborhood law enforcement, businesses, and community leaders to pro-actively address crime and blight, both in a short-tern and long-term basis.  The funding being requested would provide for two more prosecutors and support staff to join the two new precincts under development. These slots will assist in reducing crime, while also building positive relationships with members of the community.

Acquisition of COPLINK will allow the Phoenix Police Department and other law enforcement agencies in Arizona to rapidly identify potential criminal suspects, relationships, and patterns by searching facts from an investigation against millions of records stored in multiple databases across the country. This technology will provide law enforcement with a critical tool to protect Arizona citizens.
             
City of Phoenix Electronic Prosecutor Records Management

The purpose of this project is the virtualization of the Phoenix prosecutors current hard-copy system. This will allow the prosecutors to file cases more quickly and allow easier access to information.
 
City of Phoenix Enhanced Mobile Data Security

The requested funding would be used to purchase hardware and software to enhance security on all of the Phoenix Police Department's mobile data terminals, thereby allowing police officers in the field to have direct access to criminal justice information while also providing increased security to protect sensitive data and privacy.
 
City of Phoenix Police Department Automatic Vehicle Location (AVL) System

The AVL System is software that would enable the Phoenix Police Department to utilize global positioning systems in every patrol vehicle, allowing the central dispatch center as well as the officers' supervisors to know the location of every police vehicle.  This will enhance public safety by providing quicker patrol responses to emergency situations.
 
Colorado River Indian Tribes Juvenile Detention Center

Due to Department of Justice requirements and standards for sight and sound separation between the adult and juvenile detainees, in May 2004, the Bureau of Indian Affairs (BIA) removed Colorado River Indian Tribe (CRIT) juvenile offenders from the CRIT juvenile detention center.  CRIT juvenile offenders are currently being bused over five hours away to Gila County detention facilities in Globe, Arizona, costing the Tribe more than $300,000 annually, and, in many instances, requiring that offenders remain at the facility well beyond their sentence, and hundreds of miles from their family support groups.  The Tribe is seeking assistance in developing a secure juvenile detention facility on its Reservation that meets all Department of Justice standards.  These funds will supplement a Department of Housing and Urban Development grant as well as significant CRIT Tribal Tax Revenues.

This aircraft research effort is perfecting the integration of existing crash detection technology with new crash prediction capabilities into a system which, after determining a crash will occur, activates a variety of safety and survivability systems.  This will increase the number of lives that can be saved by having a system that does not have to wait until ground impact is detected to start providing protection.
 
Copper Canyon Youth Development Program

The funding would be used to sustain the Youth Workforce Development Program at Copper Canyon High School. The program is designed to help young individuals develop job readiness skills, provides job opportunities and placement, and discourages gang affiliation.  An average of 300 youths participate in the activities conducted during the school year.
 
Design of 67th Avenue Bridge Over The Salt River

This project will ultimately provide another point of access across the Salt River, which will improve the flow of traffic and help eliminate traffic congestion on existing bridges.

Ecological Restoration Institute

The Ecological Restoration Institute (ERI) provides practical knowledge synthesis, interdisciplinary applied research, and education needed to restore the ecologic and economic health of the land and the communities that depend upon them.  The funds used for restoration support and education services allows land management decisions to be made that are grounded in strong science, provides jobs and educational opportunities throughout Arizona, and improves the quality of life of Arizona's citizenry while effectively reducing the costs borne by taxpayers to fight wildfires and rehabilitate severely burned landscapes.
 
Emergency Medical Service Personal Protection Equipment Grant Program

The funding would be used for a competitive grant program that provides personal protection equipment, such as powered air purifying respirators to governmental and non-governmental emergency medical service (EMS) personnel.  This will enhance protections for critical EMS personnel from chemical, biological, radiological, and nuclear hazards, in the event of an act of terrorism or natural disaster.
 
Gas Engine-Driven Air Conditioning (GEDAC)

The funding requested would be used for the continuation of a demonstration project at military installations with heavy air conditioning requirements to test use of gas driven engines to power cooling units.  This effort is expected to achieve substantial energy dollar savings, reduced electricity usage, and water savings, which will reduce the military's operations and maintenance expenses while meeting energy reduction goals.
 
Gila Bend Air Force Auxiliary Field Runway Repair

The requested funding would be used to replace the asphalt runway with concrete at this airfield which provides an emergency alternative landing site for Luke pilots as well as a training site to conduct take-off and landing practice runs.  This is an important safety improvement as the current surface is cracking and crumbling.
 
Glendale Computer Aided Dispatch and Records Management Systems Upgrade

The requested funding would be used to upgrade and enhance the computer aided dispatch and records management system that is used by law enforcement to respond to emergencies in the Glendale community.  These upgrades will include modules for booking, streamlined information gathering for courts/prosecutors, increased capability to request backup from other agencies or neighboring law enforcement officials, and automatic vehicle location, a system that is currently used by the fire department so that the closest officers can be directed to the call location.  These upgrades will result in quicker response times and increased levels of accurate/actionable information for law enforcement personnel in the field and the courts.
 
Glendale Police Forensics Laboratory

This proposed new full-service crime lab will include laboratories for ballistic, photography, serology, chemistry, toxicology, trace evidence, documents, latent prints, and DNA analysis among other functions.  Such a laboratory benefits the entire criminal justice system through speedy trials, quicker investigative information to remove criminals from society, and more speedy resolution for crime victims and families of victims.  This also facilitates halting criminals earlier in their criminal careers.
 
Greater Phoenix Urban League's Restore Our Homes-Homeownership Center

The requested funding would be used to expand and enhance the Restore Our Homes-Homeownership Center in Phoenix, Arizona. Green Clubs of America

The Green Clubs of America, a newly created national non-profit organization for learners of all ages, focuses on alternative energy and sustainable living.  Each local chapter around the nation will complete an alternative energy or sustainable living community service project in their local communities and attend an annual meeting in Glendale, Arizona. Each community service project will have an immediate impact on the environment as well as benefitting the participating students by applying their academic knowledge to alternative energy and sustainable living.
 
HIV/AIDS Community Prevention, Education and Wellness Center Renovation Project

This project would assist in a coordinated effort with the City of Phoenix and private support to renovate a local community center to provide more space for community classrooms, clinical trial laboratories, exam and counseling rooms, and space for a primary care health clinic partnered with Arizona's largest public HIV/AIDS family primary care clinics. The new facility would assist the center in meeting the needs of more than 25,000 individuals impacted or at-risk for HIV.

Houston-Mesa Road Realignment

This project will relocate approximately four miles of the existing Houston-Mesa Road between Water Wheel Hill and Control Road through the Tonto National Forest.  The purpose of this realignment is to build a safer, straighter, flatter road, eliminate the dangerous river crossings, avoid past problems of the road becoming impassable due to flooding, and coordinate with the construction of the Blue Ridge Pipeline which will save money on both projects.

Human Genomics, Molecular Epidemiology, and Clinical Diagnostics for Infectious Diseases

This funding will continue past cooperative efforts between TGen and the U.S. Army to develop diagnostic and analytic tools which lead to faster and more accurate identification and characterization of disease pathogens and development of therapeutics for infectious diseases. These scientific advancements will provide better clinical outcomes for injured service persons, and will spill over to improved treatments for civilian populations.
 
Hybrid Electric Heavy-Fuel Power System

As an aircraft utilized primarily by the U.S. Army and Marines, the Shadow provides reconnaissance, surveillance, targeting, and assessment capability. The research money being requested will produce an engine for this aircraft that burns less fuel and requires less maintenance which will save the Department of Defense considerable expense.
 
I-10 West Corridor Light Rail Transit Extension Alternatives Analysis/Draft Environmental Impact Statement, Phoenix, AZ

The funding would be used to complete the first steps on this phase of Phoenix's planned 57-mile light rail system which is scheduled to be completed in 2019. Keeping on this schedule will allow the City to coordinate with Arizona's Department of Transportation's plan for lane additions along the same portion of I-10.        
 
I-10 West Corridor Light Rail Transit Extension Preliminary Engineering, Phoenix, AZ

The requested funding would be used to commence the preliminary engineering of this light rail extension in follow-up to completion of the necessary alternatives analysis/draft environmental impact states.  This tight coordination of activities will allow the project to process in conjunction with Arizona's Department of Transportation's plan for lane additions along the same portion of I-10.
 
Innovative Copper Applications Initiative

The design incorporates the use of water-to-water heat pump chillers and retains water that is normally evaporated.  The unique and innovative energy plant will provide chilled water, hot water, and a power generator for a 320 bed facility.  Using variable frequency drives, the system regulates power consumption based on need, and conserves an estimated six million gallons of water annually, reducing energy consumption by 17 percent.  This is the first use of this type of energy system in a critical care facility.

State Road 347 is the City of Maricopa's "Main Street". The Union Pacific Rail Road crosses this road in the center of the community, with roughly 50 trains crossing over State Road 347 every day at speeds in excess of 50 mph. The Union Pacific Rail Road plans on increasing this single track to a double track within the year and plans for a third soon to follow.  With a population of 37,000 residents and growing, this level of train traffic in the heart of town poses a significant safety hazard, in addition to the obvious congestion problems it creates. Steam Pump Ranch Historic Site Restoration and Preservation

The restoration of these facilities will ensure the preservation of early Arizona history by interpreting and highlighting the significance of past cattle and mercantile activities from 1874 through the late 20th Century.
 
Surprise, Arizona Reclaimed Water Pump Project STAG

This reclaimed water pump station will increase the reclaimed water pressure and deliver reclaimed water to the Surprise Center development. The increased use of reclaimed water will replace the use of potable water, which largely comes from groundwater, with a renewable supply of water for irrigation demands. By negating the further depletion of groundwater, the pump station will allow for long-term sustainability of water resources for the entire Valley, as well as assist the State of Arizona in achieving its safe yield goal by the required deadlines.

The funds would be used to renovate and equip laboratory areas within the facility.  The funding enables the organization to maintain a laboratory facility and procure state-of-the-art equipment necessary to genomics-based disease research and help recruit top scientists to Arizona.

This continuing Corps of Engineers flood control and environmental restoration project along the Salt, Gila, and Agua Fria Rivers restores critical habitat for several endangered species and provides much needed flood protection.  Flooding in January, 1993 damaged infrastructure, businesses, and private residences. The requested funding will finish the construction of the last phase of the levee, ensuring the flood protection of the community.  Also included is funding for the completion of the over-bank wetlands, the substantial riparian habitat area of the project, and the final phase of the pump station to supply water to the wetlands area.

This ongoing Corps of Engineers critical urban flood control and ecosystem restoration project will promote flood damage reduction, environmental restoration, and recreation.  Phase II construction, the final phase of the project, will allow the Corps to finish flood control improvements vital for the protection of the Tucson urban core, including neighborhoods along the Tucson Arroyo and Arroyo Chico Wash, and the downtown business district. This provides flood control protection to 1,100 residential, commercial, and industrial structures as well as public safety benefits by protecting the Interstate 10 transportation corridor and the Union Pacific Railroad.
 
Tucson Modern Streetcar/Light Rail System

U.S. Marine Shrimp Farming Consortium

United States - Mexico Transboundary Aquifer Assessment Program

University of Arizona Compressed Air Energy Storage

In partnership with other universities, local utility providers, and local corporations, a consortium spearheaded by the University of Arizona Solar Research Institute will use these funds to develop a combined-cycle underground compressed air energy storage system for the efficient, continuous utilization of solar energy.  This storage system will be the highlight of a solar power demonstration project of the consortium located near I-10 and the Salt River.  The project will combine research, engineering, and demonstration of an approach to use underground compressed air energy storage to first store excess solar energy and then deliver this energy through electricity generated by a turbine operated by the heated released air when production fails to meet demand.

Yuma Wetlands

This ongoing Bureau of Reclamation project is restoring 1,510 acres of barren river bottom along a five mile stretch of the Colorado River near Yuma, Arizona, which had previously been choked by non-native vegetation, starved of a water supply, and had become a haven for illegal activity. The project includes wetlands restoration, natural channel stabilization, re-vegetation, and cultural conservation.
